As was mentioned by one of my loyal readers, a permanent +1 Level Boost at Best Buddy would be greatly appreciated. This is something I thought I was getting when the bonuses were first announced. Remember, back then it would be up to a maximum L41 from L40. I put my best Rhyperior as my buddy as much as I could to get that Rhyperior to Best Buddy Status. The extra boost was something that would effectively make Rhyperior my strongest Pokemon on Offense at the time. It was quite frustrating to find out that this bonus was only when that Rhyperior is my buddy.
Another example would be my perfect Rapidash which at Level 40 with boost would just be under the u2500 Limit. I made this a Best Buddy (mostly because I like it) and it would have been nice to have such a great Pokemon. Others have certain Pokemon that they may have gotten to the u1500 limit with the bonus that they like to use for that classification.
We have to spend a significant amount of time with the particular buddy to get our buddy to L4 Buddy. Even with the fastest method to get to Best Buddy, it takes a few weeks with a good amount of dedication and precision. For those who are unable to play like that, the road to Best Buddy is longer time wise. There are many Berries thrown, many training fights (maybe with one of the non-player Trainers, maybe with another Trainer in the various arenas), many photos taken, many kilometers walked… it’s not an easy process. The game mechanics understand that there is a Best Buddy Bonus for the terms of Powering Up your Pokemon. There is generally less of an impact as the percentage above the cap (50 now vs 40 at release) is less.
The other levels have a permanent boost of some sort that helps in-game. Level 1 gets gifts. Level 2 is the loved Catch Assist (Buddy Ball!) and Presents. Level 3 finds “Interesting Places” which gives a heart if found and Souvenirs (more later) – at least the earring does something. Level 4… don’t tell me that the Buddy Ribbon is a permanent boost that helps a Trainer.
Permanent level boost for a Best Buddy would be a nice little boost and recognition of our bonds with those buddies we have chosen to make our Best Buddies, no matter the reason why.

A permanent buddy level boost is fair for all the time and candies spent powering up a buddy. If I’m using a Best Buddy for PVP I find it a pain to switch out my buddy for 30 minutes or less.

You’re telling me. Even though you don’t have to feed your buddy to get the extra level, it’s a stop, change buddy, do whatever with that buddy, change back to the other (or a new buddy) to work on it…especially if you are in between 2k intervals for walking heart. I like to play match ups with Rockets and put my buddy in 6 slot in Gym/Raid, so there’s that too…
